Power combination question.
If a superpowered individual had Negate Super Abilities & Powers AND Life Leech, could he negate the powers of his opponent, then steal 20+ Hit Points from the same opponent, and then temporarily steal one or more of that same opponents powers to use against him?

Simple Answer: Yes.
The more thought out answer: While the Negate Super Abilities power prevents the target from using his abilities, the target still possesses them, thus they are still a valid target for the character to steal with the Life Leech power. Negate Super Abilities merely prevents one from using their powers... it doesn't strip the power from them.
