for controlling sea creatures?

Control (Others) explicitly works on animals, spelling out that they get a different saving throw than people do -- and that one "can control up to four animals without any problem."

Thank you but looking for, hopefully, more than 4 creatures and definitely has to be sea creatures not just fish. ^^

Non that I can think of although a GM might let a character with Underwater Abilities have a form of Beast Master that allows it to ONLY affect sea-life such as fish, cetaceans, and crustacean life-forms.

I think his point was that there isn't a canon power that can do it. So if you want it, your going to have to get your GM to invoke Rule Zero and make one for you.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.

Control Others can be used on more than four sea creatures (and not just fish); it's only that, if you're using it on five or six or seven of 'em, they get a +2 on their saving throw. But since they'd need to roll a 17 or higher when it's four or three or two of 'em, that's still pretty good.

Could fudge a version of "Control Insects & Arcachnids" (Major) or "Plant Control" (Major) to cover sea creatures (or anything) instead of the targeted group.
There are Magic Spells that cover Summon & Control beyond the list in HU2E main book, though nothing like Sea Creatures (sea serpents specifically), but you could adapt something. The Psi-Power of "Commune With Animals" (PF2E, Sensitive) might also work, or form the basis.

The Major powers of Animal Abilities: Fish, Animal Abilities: Cetacean, and Animal Abilities: Crustacean should cover all your needs. The Fish aspect comes from HU2, but the Cetacean and Crustacean aspects come from Powers Unlimited 3. The Minor Power from Powers Unlimited: 1 called Animal Brother doesn't offer control, but it does not limit itself to only certain types of animals (and even includes insects), and gives you an animal familiar you've befriended and control of any type, even exotic.
