It would be a GM's ruling to make it so. While there is wording in the Mimic text that seams to be favorable to the conclution that they could mimic a Eugenic's powers there is no text that directly say so. And PU2 was published many years after the HU2 MB was so the eugenics was not even a glimier in them eye when the MB was written.

I would treat mimicking Eugenics the same as mimicing Aliens, so I would allow it.

Yeah looking over the power since they also mimic 'odd physical appearances' I'd say they'd be able to mimic pretty much anything you can get via Eugenics.

Yes, including all of the target's physical attributes, super abilities, psionic powers, and genetic enhancements (except possibly for mental attribute enhancements).
The Mimic power copies the target's "entire physical structure, including P.S., P.P. P.E., P.B., Spd., S.D.C., Hit Points, and any other super abilities or psionics" as well as "wings, odd skin color, horns, tail, natural body armor, altered physical structure and similar physical traits." I reckon enhancements like Omega Blasters and poop cannons -- er, Casting Guns -- would also fall into this category.
