Optional power

I want to let the players trade in their powers for levels of exp a majior would be 5 levels but what about a minor 2 or 3 mabey

While an interesting option, I honestly don't think the power they are trading in is worth the small gain they would get from having a higher level. The boosts one gets with each level (when not taking powers into account) are relatively minor (a few % points to skills, some more HP, PPE and ISP if the hero uses the latter two, a few extra bonuses for WPs and combat). On the other hand, depending on the power in question, the bonus it gives to a character can be quite significant... especially if leveling the power also adds bonuses to the power/character. Just trading in such a power (or the potential for it) will rarely equal the small bonuses one gets for even an advance of 5 levels.

That said, the general balance between Minor powers to Major ones is 2 Minor powers will equal a Major power (sometimes 3 if the minors are fairly... well... minor). Thus if you are trading 1 Major for 5 levels, then I would have 1 minor giving 2 levels while giving up 2 minors will grant 5 levels to a character. I would also be vary careful with allowing this as it can give a character who chooses the right powers to keep a significant advantage.

The only place I know where you can trade powers in for anything else is in N&S where you can trade a MA power for a skill package. But that is at it's core trading one bit of Training for a different bit of Training.

I will trade in three major powers for 15 levels.
And now let us Munchkin...

Level:3 Shifter. I'm from Rifts.
Dual level:7 Hunter/Vigilante. I trained with the Wayne Clan.
Triple class Level:5 Hardware: Mechanical Genius. I want to go FAST!!

One Minor for two levels, and one Major for five levels I guess. But does it work in the reverse?

I don't think its a good trade in general to trade powers for raw level. It might just be easier to have them write up some back story and assign some XP as a result instead of getting a "free" pass. It also singles out characters with Super Power slots to spare and can be seen as either favouring them or penalizing them compared to other characters who can't or don't spend the slot.

Heroes Unlimited man, Heroes Unlimited To get the 6 minors you are talking about, you'd have to be an Experiment from the corebook.

Ley Line Walker and Phase Mystic would lose their abilities.

Or powers that do not have an isp/ppe cost??

This power for levels system is just ripe for abuse.

And this, this answers why I wouldn't allow the trading of powers for levels.

Also, keep in mind that HU, technically really isn't designed with Multi-Classing in mind.

You DON'T need to multiclass in hu.
The megahero or other powerful power categories kinda make multi level occs obsolete.

At least in my opinion.
