With powers gained by Unstable Mutations, do they start at level 1, like a new skill or do they manifest at current level of power??

Without a reliable answer, new powers will be treated as new "skills" and start at level:1.

I start them at current level of power. Powers are not skills. But I also treat Aberrant as "Evil but with a code of honor," not "Good but willing to make the hard choices." If the "hard choice" is to kill someone in cold blood because you feel the world is better off without that person, you are an aberration.

While not my typical combat monster, the usefulness of the skills and bonuses are very impressive.
And the manipulative abilities holy wow!
Looks like sdc is going to be under a hundred O.o and hitpiints are rather unimpressive as well. So not a combat character a roleplaying character. Weird.

At what level is each power gained? And this was Unstable Mutation, right? So there's a percentage chance at each of those levels for the power to be a Major OR a Minor, correct? Where did all those traits come from? And what are those skills and skill programs from?

Powers I assigned. the last two at levels 10&15.....um nobody makes it to levels 10&15. Lol. Highest level I have ever seen a played character go is level:12. It took seven years...

Experience the great equalizer.
Most adventures, battles etc. Only net my choice of characters 25xp (minor menaces) so the rest of the party zips up to levels 7-9 fairly quick and I'll be at level:2.
Sucks but its Fair.
No magic items, poor available weapins and armor, so to counter this I design characters that don't need equipment or that high of a level to fight Adult dragons or swarms of Gargoyles.
To me thats Fair.

If this is a PC that is 7th level, I would suggest not adding in bonuses from powers that might be gained at later levels. Instead, I would write it out like this:

Majors
List Majors acquired through 7th level
then add:
@10th level, Power Alpha will be gained
@15th level, Power Bravo will be gained
Then if you wanted to be nice, you could link back to the power.

I think starting at level one in a power is reasonable.
Makes sense got a new toy, lets figure out how it works.

new super powers start at your current character level, NOT at level 1. they go by your Class level. Skills are the only thing that come in at level 1. Superpowers are instinct.

I think that I will start her powers at level 1 as she aquires new powers. I like the concept of new abilities she has to learn to master better than poof one day you develop a power at full strwngtg and control.

Energy wings are they mdc in rifts??
Also the FireFight power bestows additional sdc, is it unreasonable to use power sdc as this as mdc in rifts. It would wind up being around 40 to 60 mdc. Unreasonable??
