Looks Fine to me, that's one hero I wouldn't hestiate in letting in any HU game. Not super powerful, but not a pushover, either. :ok:

The insanities would be the only thing that would make me hesitate to allow the character. Specifically his inability to ever tell the truth.

I am not psychic, I imagine telepathy could easily distinguish the truth from fiction.
And any character that knows he lies all the time would be able to decifer the truth.

With the anarchist alignment and several insanities perhaps he's the local "hero" the pc's look out for.
Has an episode and starts freaking out at the park because a bee landed on him.
A kid jumps out in an Alien mask at the mall so he begins his rapid escape swinging across the ceiling.
Tons of good roleplaying stuff here. Lol.

Not everyone has telepathy
"Should" would be more accurate to say than "would".

I think this character would make a grwat npc as well. Jeeping him on his meds and out of trouble would make for some fun and aggravating role playing.
If I npc him I am going to raise his level, and have him be a fallen public hero. Stress of being a Super Hero broke him type thing.

That was the general idea. If I raise his level and npc him, he becomes that much harder to control. Good stuff.

Plus if you're insane or otherwise have reason to believe what you're saying is the truth reading someone's mind won't do you much good. The best you can do is just find out is if THEY think something's true or not, not if it actually IS true.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.
