So here's some things to play with, courtesy of Abulafia and Seventh Sanctum
The best things I found came from Abulafia; They are fan creations for a game called "In a Wicked Age" but they seemed generic enough to be appropriate:

It's easy enough to take the contents of those tables and arrange them for use with d100 if you prefer.
From Seventh Sanctum, I found two generators that give some fun, generic ideas but you'll need to do a little work to flesh them out:

No graphics in those links (or very little, anyway). Here's something else that may work for you:
I went to the New York City police website and found historical crime data available online. Using that, I took a first pass at making a table. I added some notes regarding "crime areas" which is relevant to Century Station, but they should be applicable to other settings as well. I know the sub-tables need some work, as do the "severity" of the crimes relative to their placement in the table, but like I said this was a first pass. Also, since it's based on real data, it may also be slightly less applicable for a super-heroic world.
First roll to determine if it's a "Violation," "Misdemeanor," or "Felony" offense being committed. Then roll to determine which type of offense. Modify the rolls as follows:
-20% if in a Light crime area, or reduce frequency by half
No adjustments if in a Moderate crime area
+20% if in an Intense crime area, or increase frequency by ×2
+50% if in an Extreme crime area, or increase frequency by ×5

13% - 66% MISDEMEANOR OFFENSES

Pages 71 through 75 of the Heroes Unlimited G.M.'s Guide have random tables for this, too, I just remembered. They may also serve your needs and are geared more towards being appropriate to flesh out a session/scenario.

Next gaming session, I shall use this random chart For random City Encounters in Columbia. Quick conversion.
Hp+sdc=mdc, 1:1 sdc damage 1:1 mega damage.
A mdc being crimewave. I hope its a lot of drunk and disorderlies. Lol

Thats why I made the level:7 MegaHero Genefreak. Hehehe, my level:7 character.
For added challenge two encounters at a time. Unless that is not challenging eniugh three.
Could lead into a poisoned alcohol combined with subtle hypnosis to cause the disturbances.
