Evil Overlord Build off!

Okay. So I'm poking through my old Palladium books looking for ideas to recycle and I come across the White moth society in Ninja's and Super Spies. Ideas were great but implementation was awful. Don't post about how you think I'm wrong, you won't change my mind, even Bill Coffin couldn't. One of those really good ideas was the White Moth Society (KRAK was pretty good too, and still makes me smile).

I want to build a new White Moth from the bones of the old one. Only using Heroes Unlimited characters with super powers. I sketched out a few ideas I liked then thought, eh, this looks a lot like a assassin group/ninja kind of deal I used before. And if I'm going to do that, I might as well just dust those old notes off, and have old players with new characters run the same missions. Bleh. So let's get some new ideas in here.

First order of business. We need a leader. Sherlock Holmes was tripping over Professor Moriarty's goons long before he knew who he was fighting. Moriarty, the Napoleon crime (and the world's first and best super villain) shaped his organization. It reflected him. Before we can build the organization we need a Moriarty.

So here's your build requirements. Remember to think big. I usually start out with a small section of home-cheese-city USA and expand up and out.
1) Alignment and why.
2) I want an immortal. Either as the class, as a Mega, or a Mega with the immortality power. Undead is fine too. I don't really care.
3) S/He needs to be good in a punch up. I have this martial arts/fight club kind of idea for the organization floating in my head.
4) Levels and stats.
5) A little history and his motivations. A great villain isn't Lex Luthor, doing evil because Super Boy made him bald accidently. A great Villain makes sense, seems almost rational.

The winner will receive the right to have his or her villain's face pounded by my players.

How powerful are you wanting this guy/organization to be? Are most of your PCs super-powered (mutants/aliens/mystically bestowed), tech-based (robots, hardware), or skill-based (Physical training, Ancient Masters, Super-Slueths, etc)?

Dual classed level:6 Brain transfer Android.

A small but nimble tinkerer the Spartan used his brains, fleet feet and gadgets to fight crime and actually saved the planet more than once.
In his last outing as a goodguy his team of A.I. soldiers and him were under heavy fire from a band of central American kidnappers.
The hero Powersurge botched his stealthy rescue by charging the army and directly engaging them.
The mysterioys Agent Shady Blue and Lotus managed to rescue the hostage.
This began Spartans hatred. Shot up and out several friend droids. He formulated a plan of revenge.

Using male and female human looking androids, designed to pass as humans of varying appearance but carrying a self destruct core he held Agent Blues city hostage.
Unfortunately again the meddling Powersurge managed to stop him.
Half dead he finally decided to go full robot.

The Omega Sanction group (*Re-imagined for the purposes of this game) is a worldwide criminal organization. They are responsible for 100’s of high profile kidnappings each year. In recent times their primary target is superbeings and super scientists. Hero, Villain, Vigilante it doesn't matter. These beings are kidnapped, analyzed in a laboratory environment, the forced into combat situations, often with other kidnapped individuals. The most bizarre thing is that after they get what they want, regardless of whether the subject survives, the kidnapping victims are released back to the world. Being on the radar of so many superbeings how can this organization remain so well hidden?

On the surface Evelyn Adams is one of the least likely members of Omega Sanction. She is rarely involved in field work and spends most of her time back at the base as support. Her primary role is that of Doctor and Councilor. As a doctor, patients under her treatment are able to regenerate quickly. As a psychologist, patients are able to recall details and past events crystal clearly. Secondary to that role, the ability to improve people’s memories, she is present for debriefings after missions. She is responsible for the care of both the kidnapping victims and the Omega Sanction operatives. Very likable and attractive she has a way of inspiring trust in the victims she’s treating, most assume she’s a captive herself.

What people don’t know is that Evelyn is actually the person in charge of the whole operation. Evelyn is an ancient human immortal. Born in ancient times her secret to immortality is that she will live as long as she is learning. All of the information gathered by Sanction is delivered to her either in the personal interviews and debriefings or through electronic means. She has access to all the cutting edge scientific data and is often an active member of the team working on it. While treating super beings she is taking samples and learning about super biology. She is the real power behind the sanction group. If she were to disappear the entire organization would likely collapse.

It appears that the more 'secret' the knowledge she gains, the more it sates her thirst. For a long time just being an educated woman was enough. However with the information age upon us it has become harder and harder to maintain her youth. She may have been at edge of her longevity if it weren't for the recent explosion of "super beings" and "Sci-Fi technology"

No clue what the PCs are going to build. So, give me your best (or rather your worst hehehe) build. I lay out suggestions to the PCs to build to battle our mysterious villain.

So we're going mega, via mixing two classes. Analytical Genius and Robot (Transferred Intelligence). And he'd have an army of Androids to reinforce his flesh and blood goons. Am I reading you correct?

OK, you want the worst - here's one I set up for my gaming group. There are obvious comic-book/cartoon influences, but should still be fine to use/post due to differences

Organization: Heralds of Apocalypse
Leader: Apocalypse
Seconds: The Riders (War, Famine, Pestilence, Death)
Hierarchy: Chosen, Blessed, Anointed, Follower, Supplicant

Purpose: Kingship/Worship as the true inheritors of Earth

Apocalypse
Alignment:Aberrant - Some might say he would need to be Miscreant or even Diabolic for the way he treats others, but they are looking from the wrong point of view - he treats base humans so poorly because in his mind they a lesser forms of beings - no better than farm animals, to be used and slaughtered as the need arises. He feels this way because long ago, when he stood up for them, they took his gift and threw it away: you see, originally, he was known as Prometheus. In the ancient days, he was one of the first super-powered beings, and used those powers to defend earth from beings who came to claim it. instead of thanks and worship, they called him a monster. ever since, he has determined that humanity is not worthy of such consideration - only those like him could understand and are worthy. Now, with the rise in super-powered beings, he feels it has come time to claim his right as ruler of earth, having won it through combat against outsiders, and will use the Heralds as his army to take it over.

      ** = Defensive Immunity manifests as an intangibility to whatever is being affected by the power; for instance, defensive immunity to physical blows will mean they pass right through him, even though he can still physically strike his opponents. Likewise, if lasers or bullets are selected, they appear to go right through him, even though he is solid to everything else. by using both DI and intangibility, he can become immune to both physical attacks and something else(say, electricity or gas), but at that point cannot physically attack due to the limits of intangibility.


Beyond these, he has an army of mutants looking to lord over humanity for various personal reasons (they were bullied, they like power, they want to defend their community from racist humans, etc) The more powerful mutants will often move quickly in the ranks, as they are assigned leadership roles.

targets for the heralds involve any human governments or authority structures, particularly ones that seek to curb or outright destroy mutant influence and power. organizations trying to develop super-powered individuals (super-soldiers) would likewise be targets, and their technology taken - Apocalypse feels he is the only one who should be able to elevate humanity in such ways.

Super-powered opponents would first be offered membership in the organization. continued defiance/aggression against the Heralds will mean more severe repercussions, but assuming they survive, the offers to join will continue to get better, including possible enhancement/modification - such strong leaders would do well under Apocalypse, once they learn their place :-) thus he is likely to leave them alive, if only because they still have time to learn the error of their ways and join him, and having such formidable allies will help in the final confrontation with humanity (he is too deluded to think that they would continue to refuse till the bitter end - surely they will see their folly).

I hope it doesn't happen, but I would be more than willing to remove infringing details if needs be - fact of the matter is that even the name "Apocalypse" is used by multiple companies, and is referenced many times in popular culture along with the horsemen. I've tried to differentiate it from it's inspirational sources - the riders are much different than any of their counterparts, and details of the main guy are also different.

Hmm. Apparently I'll have to rush this before the thread gets locked.

First order of business. We need a leader. Sherlock Holmes was tripping over Professor Moriarty's goons long before he knew who he was fighting. Moriarty, the Napoleon crime (and the world's first and best super villain) shaped his organization.


Since they're public domain and you say Moriarty is the world's first and best supervillain, I say: Moriarty. So, 98% in Advanced Mathematics -- and Disguise, and Impersonation, and Forgery, and Interrogation -- and he's likewise way up there in the nineties at Find Contraband and Military Etiquette and Intelligence and so on, which can routinely get him a meeting with all the right people.

In the 1800s, he coordinated mundane crooks; that made for a good story back then. Nowadays, he plays the role of a cackling supervillain inventor: always brandishing some futuristic-looking gem-topped device when engaging in mind control, or taking aim with energy blasts, or making an underwater-abilities getaway, or emulating his hated enemy's strength and invulnerability and power of flight or whatever.

I said "his hated enemy", but I didn't really mean it. That is, yes, there's a caped wonder flying around and performing superhuman feats of strength as a bulletproof crimefighter -- but as Holmes was to Moriarty, he's not so much a hated enemy as he is an alter ego.

That's his game, the only one worth playing: he plays hero and villain, again and again, a bored immortal playacting for the fun of it -- and the glory, and, honestly, a good story. It's a work of art, is what it is. It's a magic show for an audience that never sees the misdirection, watching the left hand when you should be watching the right.

So, yeah: a doesn't-breathe Alien with Invulnerability, Alter Physical Body, Flight (Wingless), and Vocalization -- plus he's a Mega with Immortality -- and whenever he meets with people he thinks he can do business with, he throws dozens of hypnotic commands their way in a matter of minutes, getting honest answers about whether he can trust them and what would buy their loyalty and so on, and henchmen ensue.

He has the inside info for pulling off jewel heists and the rest because (a) he's aces at disguising himself as some insider in general -- he's pretty much always using APB to reduce his 'demigod' good looks down to a human level, or ramping them up even higher -- and (b) he's the top dog superhero of the day, the kind of 15th-level NPC the PCs would call on for help against the greatest villain of the age. And he's a hero who always knows what the bad guys are up to! How does he do it?

Figure he's a glory-hound Alien who's immune to mind-affecting psi, and has 'native' powers that can't be negated -- and, when playing supervillain, uses his energy-blaster gear and futuristic ride to play genius inventor when he isn't using his gem-topped decoys while using his powers; when he changes his height and fingerprints and eye color when whitening his teeth and playing superhero, he doesn't bother with props.

He can reinvent himself at need. He's done it plenty of times, changing his looks and playing antagonists; anybody looking to take a shot at one gravitates toward the other. He's making it up as he goes along, and seeing how it plays out this time thanks to audience participation: he's Conan Doyle, he's the author, but so's the audience, even if they don't know it; especially if they don't know it. So he's diabolic, but only in the sense that he's willing to do whatever fits the interesting role du jour.

Sorry; roles du jour. Because he literally has nothing better to do with his time; I mean, sure, he's a Military Specialist who excels at Boxing and HtH; he's an Armorer with various Weapon Proficiencies; but the world's not much of a battlefield when you're a shapeshifting mesmerizer blessed with invulnerability and supernatural strength and the power of flight.

All the world's a stage, is what it is.

You want a detective story? A comic-book supervillain? A veritable pantheon of deities? Yea, he is vast and contains multitudes.

I don't think Nimmy will lock the thread. Other then Marvel comics, I can think of at least four other sources of fiction that use the same idea. One of which is Heroes Unlimited itself (check the write up under pestilence in VU). Seems like there was another one, Africa... something with worm holes in space, and magic and boomers...

honestly the single best thing I feel you can do for an evil overlord is to give him Psychology. He can be genre saavy, and get into a hero's head much, much easier.

Heh, actually used ideas from Spartan for a villain build. The character provides robotics, androids and cybernetic parts to buyers around the world. He owns his own steel mill. The town and it's entire population are androids. Everyone is 'the Sims'/Stepford wives people who follow this program routine without stop, just like a real community, only a little ...different. Children who run around causing kid problems, town hooligans who spray paint PG13 curses on mean old Mr. Artnur's back fence, mean old Mr. Artnur who cleans it off his fence, and the cops who fill out a police report, and everyone else, all robots. Like the town is caught between a Norman Rockwell painting and the movie Grease.

Not the badguy I advertised for, but some of the idea moves on. :)

Not an ancient evil, but a relatively new one, that has discovered the powers of immortality (sort of).

Real Name: Heinrich Hannler
Former Nazi Scientist, stumbled across the legacy of the Gods during occult research prior to WW2. On expedition in Egypt, he found a 3000+ year old mummy that had yet to decompose (the corpse of a goddess, take your pick) and made an elixir out of her material, using it to emulate the body's longevity. He was later "rescued" from Nazi hands by a cooperative US/British unit and continued his research on the allies behalf. Over the years he has made several "supers" for various governments, even corporations, all for the benefit of improving his studies, using this material. The more he makes, the more perfected the work becomes. Sovereign's ultimate goal is the advancement of human evolution into godhood. While on the surface this sounds like a benefit, his methods exclude those he considers unworthy of the mantle, and will lead, eventually to the combining of the spirits of all lesser beings into a sort of soul fuel for the strong to feed upon and to enjoy a divine existence for all eternity.

He has the protection of powerful governments, he is guarded by his own god-like followers who he has organized into a cult of fanatics. he is the portal to the next step of mankind's journey and he will tolerate no challenges to his will.

No stats because they aren't important. The idea is what matters here. Do power level for your own game. :P
