General rule, no, a Natural 20 always wins.

A natural 20 is the only thing that beats a natural 20 only because ties go to the defender.
Karmic power is the only ability that negates a natural 20.

If you want to be megaversal, there is a couple of spells in Rifts that allow you to beat a natural 20 when attacking or dodging so long as you beat the total by 10
