I can't swear to it, but I think it is described in a character in Mutant Underground, but don't quote me.

I don't have MU here to check. Either way, it shouldn't be a huge stretch to make one power out of the other.

Just checked it last night, Lone Shark has Lycantrophy: Shark, but it shouldn't be hard to just tweak it.

Animal Abilities: Shark (a modified version of 'Fish')
Physical Traits: Tapering/pointed face; round eyes; pale, rough complexion; slightly webbed fingers and toes; double row of sharp teeth.
Abilities & Bonuses:
1. Natural swimmer with a skill of 98% and a swim speed three times the character's normal speed.
2. Breathe underwater (and on land) indefinitely.
3. Add 1D6x10 to S.D.C. (applies in and out of the water).
4. Keen Sense of Smell: Track by smell at 75% +3% per level of experience and recognize common scents at 60% +5% per level of experience. This has a range of 1 mile when in water.
5. Sense movement around them and its direction (25 foot/7.6 m radius; doubled in water).
6. Bite does 3D6 damage.
7. Depth tolerance is 4 miles.
8. +2 to initiative
9. +1D4+1 to P.P.
10. Light sensitive eyes: -2 to all combat rolls in bright light.
11. Takes half damage from cold.
12. Can control 1D6 sharks of any kind plus 2 per level of experience.

Lycanthropy: Shark
Animal Powers: Light Body Armor; Heightened Senses: Advanced Hearing (double normal range in water), Advanced Smell (+15% if following blood); Teeth: Predator (2D6); plus (special) Supernatural P.S., can breathe underwater, has the swimming skill at 98% and an additional attack per melee round.
