trying to track down a specif illustration

I am trying to track down an illustration from a Palladium adventure
It featured an small group of bugbears the PCs will encounter
They challenge the players to all sorts of sadistic games and generally act like a bunch of @holes
There was an illustration from this encounter that showed two bugbears with creepy smiles on their faces

Do any of you know which book the was from?
