the Bizantium Dispatch Service unofficially known as the 5th Fleet is an arm of the Bizantium government made up almost entirely (90%+) of personal on detached duty from the Bizantium Royal Navy, they are tasked with carrying correspondence, packages persons and small cargoes to anywhere in the Kingdom and it's mainland dominions, a task they can achieve in under a week, and given favorable winds under three days.
The Service consists of a Headquarters, three Squadrons of ships afloat and a reserve squadron ashore (there is also stories of a "Shadow Squadron" used for covert missions). Most of the Services ships (around two thirds) are Light Cutters, most of the rest are Schooners, though some skiffs are used to service the inland sea of Bizantium. the rumored shadow squadron is thought to use any ship they need to fulfill their missions.

Cool...A player of mine has set up a magical teleportation and delivery services similar to Aurora's Whole Realms Catalogue. There is also, an Uncle Remus' in my game world.

Bizantium Noble Houses is in charge and what's its history because no way the imbecile King Raedean the IV set this service up.

nope it's the old governmental internal mail, it's under resourced (not enough boats, not enough warm bodies, no permanent offices ect.) Navel personnel detached to it take a substantial pay cut for the duration (but they get paid by the month and face fewer Pay Stoppages & Mess Fees).
the Dispatch Service of it's self isn't a covert agency, but the spy masters put it to good use so keep it around, it would have bean dissolved decades ago if not for the spy's.

Terms of Service: personal detached from the BRN serve for One year before returning to the Navy, this holds true for common sailors and Junior Officers, Senior Petty Officers can serve up to three years, but no more, Senior Officers can also serve up to three years and it is standard practice for Squadron Commanders to spend three year terms (first two years as a Senior Officer, final year as a Squadron Commander), few Squadron Command level Officers are allowed to return to the Service those who have normally return as Squadron Commanders and the Navy dose not like to allow them to serve more than a one year term, but a hand full serve up to three years. the Service is commanded by a Commodore who must serve a three year term, the current Commodore had just finished the Fifth Year of his three year term (they can't find a replacement).
the Commodore of the Dispatch Service answers to a number of Crown Commissions, chiefly the Admiralty and the Office of Numbers but also many others, including some that no longer exist, the Commodores Headquarters Staff is still required to schedule meetings and hearings with all commissions they are required to report to even those since disbanded or who still technically exist but offices have long bean vacant.
Apart from the bureaucrats working in the Headquarters anyone not coming from the Navy can serve for no more than one year at a time, these are normally Fishermen, Whalers, Merchant Sailors and other persons of "Nautical Persuasion" almost all are hired on as common sailors provided they can pass a seamanship examination, other Crafts & Trades Persons can be hired on for their skills but must still be able to work as a Sailor, these persons will never be allowed to serve as a Officer or Senior Petty Officer (at least officially).
