Well the "Sprinting" part is really just getting Initiative and covering the distance (Spd) in time.
"Chase" is basically racing. I know I've seen rules for that somewhere in Palladium, I just don't recall where. PE will limit how long you can run, but I still think it can be handled by the Palladium rules for racing.
Throwing down obstacles, depending on what they are looking to do specifically could just reduce the speed to move through or roll to dodge the moving object.

Look at the rules for Murderthon in Juicer Uprising. It has a lot about chases considering the game is a running kill fest.
As to sprint duration, look at the running skill and account for the rules on PE in the attribute section.
