Please direct me to rules on how characters wearing armor are affected by high and low temperatures.

I don't think there are any rules. Palladium dosn't really get into weather rules. I can't even find any rules for penalties for fighting in heavy rain.

Around page 23 for northern hinterlands for cold weather effects (armour isn't cold weather gear) and pages 15-20 of baalgor wastelands for heat effects.
