How many enchantments can an alchemist be placed upon a single horse shoe?

Actually there isn't a rule for this. However, if you want to try and mate some rule against number of enchantments a single item like a horse shoe could have. I would probably do it the same as the limitations of enchantments that a weapon can have.

If you want it less that is ok. Or perhaps the particular alchemist is either more or less gifted in enchanting and can do as many enchantments on the horse shoe (or can do a couple of more).

That's an excellent idea. And that fits with the alchemists in my world.

I'd work it like came to work every other enchantment in the game, items have 50 Enchantment slots, with more powerful enchantments requiring more slots (30+) while weaker ones (like, +1 to Strike or Parry) take up less, like 5 to 15 depending on the bonus. Though for horse related enchantments, I'd require them to be enchanted as a set of four before they get to do anything. Unless they're like, enchanted to be really good for playing a game of Horseshoes . . .

Hiring one hundred 10th level mercenaries... 98,567 gold

A normal horseshoe...Well actually 2 of the players want to get set 4 silver horseshoes enchanted for their warhorses. All 4 with indestructibility and to where it leave no tracks, and then an individual spell for each one.

Horses throw shoes off pretty regularly. I would not want to invest in something that will get lost sooner or later.

Maybe make the magic bit a part of the horse's tack so the only way for the magic parts to get lost is to loose the whole horse.

Um, no...they wanted it. They are getting it. They didn't think about the diabolist having the permanency ward, and I am evil enough not to point that out.
