Create spells

I was wondering if there is a way to create new spells in this game? What I mean is with this being the returning of magic to earth and the people there not having any experience with magic prior and just suddenly having magic is there some kind of formula or process to creating spells and things of this nature in the books?

The guidelines for spell creation were printed in the third Nightbane book, "Through the Glass Darkly."

And the PF: MoM1 books has spell creation guidelines also.

Each question should be give the canon answer 1st, then you can proclaim your house rules.
