Instead of psy. Kinda a full gambit. How about Phase powers instead, phase abilities are kinda an open market. Just my two pennies.

If I remember correctly the original Japanese Oni folk lore, the female were like temptresses, and could turn on people with jealous rage... That could the make the basis for an interesting spy/operative type OCC.
Also, beware the Setsubun, the festival day were you throw bean to drive away Oni.

Oni ninja can be female... and honestly... I don't see why their PB is low. I've only seen male oni images in the books but they look like they could win over the ladies.
