Hi how is everyone. First time posting. Question can the immortals from the powers unlimited two book get martial arts from ninjas and superspies??

If the GM allows it as a house rule, yes.

There is no text about 'yes or no' about them having a N&S/MC/R3/R7 MAF.
May you be blessed with the ability to change course when you are off the mark.
Each question should be give the canon answer 1st, then you can proclaim your house rules.

Rules As Written?
No.
RAW the only people in HU2 that can take N&SS MAF (Martial Arts Forms) are Ancient Masters if the GM uses the "The Ninjas & Superspies Option"

THAT said, a GM could certainly allow an immortal to take anything they like. Especially for NPCs for who the character creation rules are more of 'strongly worded suggestions'. For a PC the GM should consider the effect on the game, the MAF desired, the kind of immortal, what other abilities the Immortal has, the other characters...
...in other words they will need to make a case-by-case ruling.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.
