I know Palladium is very strict with their Intellectual Property.
But I was playing fallout and I kept wishing that someone could/would make skins to replace armor/power Armor to rifts ones.
So would it be an issue to create for oneself and not distribute it or is it the same thing as in creating and sharing it ?
(note I am no where able to do this but it is a question I have)

if it's for your own use and you don't distribute it to anyone else, how would anyone ever find out that you did it, or have any way of doing anything about it anyways?
if you're that worried, i recommend you put on a tinfoil hat while homebrewing your conversions. apart from that, pretty much if you keep them to yourself you should be fine.
