Who gets the most skills?

I know this topic has been covered to a limited extent based on specific RPG's like Rifts, but I was wondering if anyone knows who gets the most skills out of all the character classes in ANY Palladium line including, but not limited to, Rifts, HU, Chaos Earth, Nightbane, BTS, After the Bomb, Splicers, PF, etc.

More specifically, I'd really like to know what classes get the most CHOOSABLE skills. I know that the Special Forces OCC out of the Mercenaries gets a total of like 18 choosable skills from any category including OCC Related & Secondary Skills. I'm designing a character in a specific way that requires a lot of choosable skills.

The Ninja and Superspies agent Classes. The come the Robot (android) chars if the budget is large. Then the professors in HU.

I know the Dreamer Gizmotier can get alot, especially when converted to Rifts. How many do the agent classes get?

From earth you gain standard education plus if over four hundred up to six skill programs and eight additional secondary skills.

I stand corrected. Though a thousand year old Phd is close. It was the rapid secondary skill advancement that put the Natural Genius ahead.

No problem with the off topic-ness. I'd like to know what was updated myself...

I went with the Natural Genius from PU2 anyway. Figuring an average of 4 skills per skill program and the 12 secondary skills at first level that nets a total of 52 choosable skills at first level (roughly).

Actually, I kind of went total munchkin with this character. I was looking through the Book of Heroes and found the entries that give you skills, some bonuses and psionics. Now if I just take the skills from all seven of those entries (no bonuses or psionics) and count each set of skills as 1/2 a power, taking duplicate skills as a free-be from that skills category, and base those abilities on a Natural Genius...

Actually this one wasnt so shadow-esque. There is even a sticky thread in the HU2 section "Eugenics Errata for Powers Unlimited 2"

Basically many of the costs for Eugenics were changed, as was their available budget.

Also I think that the Natural Genius was declared a Mega Hero (or equivalent) on its own (without the Mega-Hero template added from the main book).

Also, certain martial arts allow powers to be traded for skill programs, which gives N&S classes an edge.
